About the speakers

Oliver Bell focuses his practice on technology-focused transactions, particularly large-scale IT outsourcing arrangements. Oliver advises multinational clients on all aspects of the sourcing lifecycle, from initial scoping of requirements to negotiation, completion, and day-to-day contract management. He also advises clients on the disaggregation and exit of complex agreements and on data privacy matters. Oliver advises both supply-side and buy-side clients across a number of industries, including technology, financial services, aviation, leisure, retail, automotive, and the public sector.

Oliver has spent time on secondment at a global bank, a UK retailer, and a UK public authority.


Charlotte Roxon focuses her practice on commercial and technology transactions, including complex information technology (IT) and business process outsourcings, major renegotiations of IT, and a broad spectrum of commercial contracts across a number of sectors, including financial services and retail. Charlotte advises clients on multinational deals from initial scoping, to negotiation, to completion. Charlotte also supports a number of clients in negotiating sponsorship, marketing, and celebrity endorsement agreements.

In addition to her work with outsourcing arrangements, Charlotte advises on commercial deals, including software and intellectual property licenses, “as a service” arrangements, and supply of goods and services agreements, across a variety of sectors.


James Mulligan advises multinational clients on technology transactions, outsourcing, and commercial contracts. His practice encompasses a broad spectrum of financial services transactions,

complex information technology (IT) and business process outsourcings, and technology-specific transactions, such as licensing and “as-a-service” arrangements. James has experience in highly regulated industries and has completed secondments to a global financial institution and a leading technology and financial services business.

James represents a diverse client base across payments services, investment management, banking, corporate services, technology, airline, life sciences, and sports industries.

The SCL Women in Tech Law Group would be delighted for any member of SCL to join us for our annual in person event.  This event is a chance to meet, network with and learn from women working in the many and varied roles in the field of technology law.

We are delighted to be joined at this event by special guest Fran Halsall, triple Olympian swimmer.  Since retiring from sport, Fran motivates people & businesses to be the best they can be through her experiences in high performance sport and, in 2021, kindly agreed to feature in a conversation recorded for the SCL WiTL group for Business Women’s Day.  We are looking forward to Fran joining us again – this time in person – to discuss finding and re-defining purpose, resilience and ambition.

Ranked by Legal 500 as a “Rising Star” in IT & Telecoms and Financial Services & Fintech Regulation and as a Leading Junior in Crypto & Blockchain Assets, Rebecca is also the co-author of ‘The Law of Quantum Computing’ and a contributing author to ‘The Law of Artificial Intelligence’ and the AI chapter of ‘The Encyclopedia of Information Technology Law’.

Speaker: Fran Halsall is a triple Olympian swimmer and spent 10 years maintaining a position as one of the fastest female swimmers in the world.

Fran represented Great Britain at the Olympics, FINA world championships, and European championships, and England at the Commonwealth Games. In the 2010 European Championships she won five medals, making her the most successful British swimmer ever at a single championship.

Julie Dawson leads regulatory and government relations for Yoti digital identity platform, developing policy approaches for fraud prevention and safeguarding and liaising with national and sectoral trust frameworks, in conjunction with Yoti’s internal and external ethics boards.  Julie is an authority in digital identity policy and governance, and represents Yoti at fora including WeProtect Global Alliance, the Online Safety Tech Industry Alliance, techUK Growth Council & Digital Identity working group.Yoti has a team of over 400 people, is headquartered in London and counts over 15 million instals of the Yoti app and over 800 million age checks.

Odvar Bjerkholt is a Principal Lawyer in BT Group’s Data Legal team.  He is currently the lead lawyer for the BT Group’s AI governance programme and is involved in all aspects of BT’s AI journey, from converting the complex legal framework into actionable policies and standards to advising on new AI use-cases.

Before founding Holistic AI, Adriano worked in AI Research at Goldman Sachs and was at the Alan Turing Institute. He is an active member of the AI Risks and Accountability group at the OECD AI/GPAI, and an Honorary Research Fellow in Computer Science at University College London where he holds a Ph.D. in Computer Science.

Monika Robeva has 9 years of experience in Data Privacy and AI Governance. She is an AI & Privacy Manager in the Global Privacy team in Unilever, and was previously at PwC UK, working with privacy laws and implementing best practices and processes in global organisations. Monika is now leveraging her experience to implement a Responsible AI framework within Unilever.

With the 2024 King’s Speech hinting at new AI laws, a sense of urgency has ignited across industries, academia, and the public. The implications are significant, and the time to join the conversation about the future of AI in the UK is now.

On 10 July 2025, SCL will host the 2025 Policy Forum at The Octagon, Mile End Campus, an event designed to unpack and explore what a UK AI Act could look like. In partnership with the Queen Mary Global Policy Institute (QMGPI), SCL brings together legal and tech professionals, policymakers, academics, and the public to engage with the crucial questions of our digital age. Queen Mary University, a leader in technology and law, adds expertise to ensure a comprehensive look at the challenges and opportunities the Act may bring.

The Forum will dig into the pressing intersections of AI legislation with the Data Protection and Digital Information Bill currently progressing through Parliament. Through a series of dynamic panels with experts, policymakers, and industry voices, we’ll address how AI regulation can foster innovation while ensuring accountability and alignment with modern data standards. In times of uncertainty, when organisations and citizens alike need clarity, the Forum offers insights, guidance, and a chance to help shape the future of AI and data governance in the UK.
